MRT LINE 1: FROM SUNGAI BULOH – KAJANG

HSS was engaged as the Independent Consulting Engineer (ICE) for the MRT Line, seeing it through to the successful completion right up to the revenue service stage. In the first year, HSS’s 60-strong ICE team worked with the owner to create the project delivery strategy, the contracting structure and supporting agreements. HSS’s underground works expertise was applied to evaluate the pre-qualifications and tenders received, leading to the recommendation of the best tenderer to the client’s One Stop Procurement Committee. The ICE scope covered the pre-design and design stages, pre-construction, construction and tender stages.

The work was organised by discipline and covered infrastructure design and construction, rail systems design and implementation, interface management and contract and commercial agreements. Throughout the engagement HSS’s ICE team reviewed value engineering propositions, at the same time recommending industry best practice for modern MRT systems. For verification of payment to works package contractors, the ICE team regularly visited the sites to confirm both progress and compliance with the employers requirements. An important contribution by the ICE team was to prepare field observation reports with suggested solutions to correct observed problems.
